We are looking for an experienced and commercially driven Quantity Surveyor / Cost Manager to join our Turnkey Design & Build team based in Johannesburg, South Africa.
In this role, you will be responsible for the full commercial management of fast-paced commercial fitout and interior construction projects across workplace, retail, hospitality, and mixed-use sectors. Working closely with the design, project management, procurement, and construction teams, you will play a key role in ensuring projects are delivered profitably, on programme, and within budget while maintaining the highest standards of quality and client service.
The successful candidate will be involved throughout the full project lifecycle — from initial budgeting, procurement, and subcontractor negotiation through to project cost control, client invoicing, and final account close-out. This role requires a proactive, hands-on individual with strong commercial acumen, excellent negotiation skills, and the ability to thrive in a fast-paced Design & Build environment.
RESPONSIBILITIES:
Cost Management & Quantity Surveying
• Prepare, manage, and monitor detailed project budgets, cost plans, and build estimates throughout all project phases, from concept design through to final account.
• Compile and manage procurement packages for subcontractors and suppliers, including enquiry documentation, adjudication of quotations, and recommendation of appointments.
• Negotiate rates and manage subcontractor and supplier procurement to ensure competitive pricing and alignment with project budgets and programmes.
• Administer subcontract agreements and manage the commercial aspects of projects from award through to final account settlement.
• Prepare, assess, and agree on variations, change orders, and subcontractor claims, ensuring accurate commercial control throughout the construction process.
• Manage project cash flow, payment schedules, and monthly financial reporting, including cost-to-complete forecasting and margin tracking.
• Monitor project profitability and identify commercial risks and value engineering opportunities to improve project outcomes without compromising design intent or quality.
• Assist with the preparation and review of client proposals, build-up rates, preliminary & general costs, and overall project pricing for turnkey fitout projects.
• Support the operational team with procurement scheduling and commercial decision-making to meet fast-track project delivery requirements.
Project Delivery & Operational Support
• Work closely with the design, project management, and construction teams to ensure budgets remain aligned with design development and construction deliverables.
• Participate in design coordination and value engineering workshops to ensure practical, cost-effective, and buildable solutions.
• Provide commercial input during project planning, programme development, and construction methodology reviews.
• Maintain ongoing communication with clients, consultants, subcontractors, and suppliers regarding project costs, variations, procurement, and financial status.
• Assist in managing client expectations around budget, scope changes, and programme implications within a fast-paced Design & Build environment.
• Support site teams with commercial administration, including contract instructions, payment assessments, procurement tracking, and cost reporting.
• Contribute to the successful delivery of multiple concurrent projects across commercial offices, hospitality, retail, and corporate interior fitouts.
• Evaluate subcontractor and supplier claims/invoices for accuracy and progress completed, and prepare weekly payment recommendations in line with project cash flow and contractual requirements.
• Track project progress against programme and commercial milestones, and prepare client invoices/payment applications at the required intervals to ensure accurate and timely project billing and cash flow management.
• Prepare and submit monthly project financial status reports to the company finance/accounts team, including cost-to-complete forecasts, procurement status, invoicing, cash flow projections, and project profitability updates
Compliance & Governance
• Ensure all cost management activities are conducted in accordance with Broll PDS quality standards, professional best practice, and applicable legislation.
• Maintain thorough and organised project documentation, including correspondence, reports, certificates, and contract records.
• Support the compilation and review of Health & Safety, environmental, and sustainability cost provisions within project budgets.
• Perform other related duties as required, supporting team members across disciplines and the wider division.
SKILLS
• Strong experience in quantity surveying and commercial management within a turnkey Design & Build, fitout, or construction environment.
• Proven experience managing fast-track commercial office, retail, hospitality, or interior fitout projects.
• Strong understanding of subcontractor procurement, project costing, cost control, and commercial reporting.
• Excellent negotiation, analytical, and problem-solving skills with a strong commercial mindset.
• Ability to manage multiple projects simultaneously in a high-pressure, deadline-driven environment.
• Excellent written and verbal communication skills, with the ability to engage confidently with clients, consultants, subcontractors, and internal teams.
• High proficiency in MS Office, particularly Excel, and relevant industry software (e.g. DimX, WinQS, CostX, or equivalent).
• Sound understanding of construction contracts, including JBCC, NEC, FIDIC, or equivalent South African and international forms.
• Demonstrated ability to manage multiple projects and workstreams simultaneously with strong attention to detail and time management.
• Proven analytical and problem-solving capability with a commercial and client-focused mindset.
• Fluency in English (both verbal and written); additional South African or African languages advantageous.
• Familiarity with Health & Safety standards and relevant legislation.
QUALIFICATIONS
• Minimum 7–10 years of related industry experience in cost management, quantity surveying, or a related field.
• Bachelor’s degree in Quantity Surveying
• Registration with ASAQS or MSAQS (Member/Professional) or equivalent professional body required.
• Experience working on cross-border or Pan-African projects is beneficial but not essential.
