Position Purpose
•Lead and support strategic and tactical efforts to advance Transnet Rail Infrastructure Manager’s organisational design, talent management, remuneration, rewards & recognition, performance management, succession planning, capacity development, strategic workforce planning & use of competencies, data metrics and reporting, as well as broader organisational effectiveness initiatives.•Partners with the People Management leadership and other business leaders in planning and executing leadership development strategies.•Accountable for the strategic and tactical design, development, implementation, measurement and on-going management of talent and leadership development systems, processes and programs that are aligned with organisational strategy and established business objectives of Transnet Rail Infrastructure Manager and Transnet.



Position Outputs
•Responsible for leading and managing talent management function Transnet Rail Infrastructure Manager wide, with specific accountabilities in:

▪Reward & recognition
▪Performance and productivity management
▪People Management and Capacity Development
▪Talent management and succession planning
▪Strategic Workforce Planning•In partnership with Transnet Rail Infrastructure Manager leaders, their teams and People Management leadership will be responsible for the delivery of talent sourcing and acquisition services across the portfolio of Transnet Rail Infrastructure Manager business, focusing on the accurate assessment and planning of business and talent priorities.•Recommend value added talent management programs that address the strategic workforce planning and organization needs & support its business objectives whilst positioning TRIM as the employer of choices.•Develop and implement succession planning and retention strategies that maximize existing talent and support the acquisition of future talent.•Cultivate organizational design, recognition and reward practices that support positive relationships between leadership and employees and promote an elevated level of motivation and performance culture.•Provide expert consultation on all aspects of talent including assessment, succession planning, talent pipelines, high potential identification, executive coaching, selection processes, organizational surveys, competency modelling & validation, business process integration, on-boarding, and workforce planning.•Lead performance management whilst providing alignment with remuneration, recognition, and reward to ensure a high-performance culture and productivity.•Identify and lead capacity development pipeline across the business to ensure capacity ahead of demand in line with the strategic workforce planning business imperatives. Provide leadership development and career development to create an integrated approach towards employee skills development and succession planning to ensure sustainability of Transnet Rail Infrastructure Manager.•Diagnose current and future talent and capability gaps and recommend applicable people management intervention and innovative solutions to fill the gaps.•Partner with organizational leaders and People Management leaders to drive successful talent review processes, create succession and development plans for their departments. Strategically monitor the development of key talent and ensure that development plans are in place and achieved while ensuring readiness for next level assignment/roles.•Strengthen management’s ability to assess talent by coaching managers in the organization review process and establishment of development plan.•Consult and lead organizational design and ensure that all roles are clearly scoped and approved organizational structure are aligned to the business strategy and operating model of the organization.•Collaborate with learning centre of expertise within Transnet and outside Transnet to create a community of learning professionals with the appropriate organization structures and governance and ensuring alignment of learning organizations and initiatives with organizational development and individual career development needs.•Oversee Transnet Rail Infrastructure Manager workforce planning, headcount budgeting and maintaining establishment recruitment metrics in collaboration with the Transnet Talent Management Executive team.•Ensure that there are compatible People Management systems or enablers to improve operational efficiencies of Talent Management within Transnet Rail Infrastructure Manager.•Compile and manage operating budget for the department to ensure compliance to departmental targets and achieve cost containment by implementing and overseeing systems for cost control.•Lead and manage people management reporting through data tools, metrics and analytics to ensure accurate business decision making processes.



Qualifications and Experience
Qualifications, Experience and Inherent Job Requirements
• B-degree in e.g. Human / Social Sciences (e.g. Psychology), Business
degree with Organisational Development
• Post-graduate qualification would be an added advantage.
• Minimum of 10-12 years’ experience in Organizational Transformation
within large organisations with a complex operation of which at least 5
years at a senior managerial level;
• Requirement of trust and honesty in the handling of finances as per the
National Credit Act Amendment 19.
• Must undergo Lifestyle Audit
