About the Role
Chelsea Energie is seeking a Technical Business Development Manager to drive the growth of its Power Plant Operations & Maintenance (O&M) business in Madagascar, with a focus on Heavy Fuel Oil (HFO) power plants.
We are looking for a technically grounded, commercially driven professional who thrives in dynamic environments and is comfortable working across both business and technical functions.
This role is primarily commercial, combining strong business development responsibilities with technical coordination. You will play a pivotal role in identifying new opportunities, building client relationships, and ensuring that proposed solutions are technically sound and operationally feasible.
This is not a pure sales role - we are looking for someone with a solid technical background who can confidently engage with both clients and internal engineering teams.
Key Responsibilities
· Business Development & Commercial Growth
o Identify and develop new O&M business opportunities in HFO power generation
o Build and manage a pipeline of clients, partners, and tenders
o Develop and maintain relationships with plant owners, operators, utilities, and industrial clients
o Understand client needs and translate them into viable technical and commercial solutions
o Support the preparation of proposals, tenders, and client presentations
o Coordinate internal inputs for pricing, scope, and resource planning
o Contribute to commercial negotiations and long-term service agreements
o Monitor market trends, competitors, and partnership opportunities
· Technical Coordination & O&M Support
o Collaborate with the Technical Director and O&M team to assess opportunities
o Review plant performance, maintenance requirements, and operational constraints
o Define scopes of work, service models, staffing, and spare parts requirements
o Ensure commercial proposals are technically feasible and operationally realistic
o Act as a bridge between clients, commercial teams, and technical specialists
o Support client discussions where technical and commercial aspects overlap
o Help track performance and identify opportunities to grow existing contracts
Reporting Line
· Reports to the Managing Director
· Works closely with the Technical Director and O&M team (indirect coordination role)
Required Skills & Experience
· Technical background in power generation, mechanical/electrical engineering, or similar
· Experience with HFO, diesel, or thermal power plants
· Exposure to O&M, maintenance planning, or plant operations
· Proven experience in business development, sales, or client-facing roles in energy or industrial sectors
· Ability to translate technical concepts into commercial proposals
· Strong communication and stakeholder management skills
· Ability to coordinate cross-functional teams
· Willingness to travel frequently across the region
· Fluency in English (written and spoken)
