We are seeking a dedicated, proactive, and detail-oriented Health & Safety Manager to join our team. The successful candidate will be responsible for ensuring compliance with all occupational health and safety regulations, maintaining high safety standards across multiple sites, compiling safety documentation and HSE submissions, conducting inspections and risk assessments and promoting a strong safety culture within the organisation. Experience within the construction, electrical, telecommunications, civil, or engineering environments will be advantageous.

Comstruct – Telecommunication Infrastructure & Civil Projects 

Purpose: You are assigned as a 16.2 and will be responsible for developing, implementing and overseeing health and safety policies and programs to ensure a safe working environment for all employees. This role involves conducting risk assessments, ensuring compliance with health and safety regulations and fostering a culture of safety within the organization (on site and off-site).

Key Duties and Responsibilities (Include but not limited to):

  1. Develop and Implement Health and Safety Policies:
  • Establish, implement, and review health and safety policies and procedures for the Company.
  • Ensure that safety policies are in line with relevant regulations, such as OSHA standards, NEC, and other relevant standards.
  • Develop and update electrical safety guidelines for work involving high-voltage equipment, machinery, power lines, and installations.
  1. Conduct Risk Assessments:
  • You are accountable to ensure that all health and safety risk assessments are done for all projects. All site risk areas analysed and risk-associated areas assessed, and all necessary precautions taken (e.g. ensure security accompanies teams to sites to prevent incidents such as injury, robbery, hijacking, etc.).
  • Identify, assess, and prioritize workplace hazards related to all systems, scopes, installations, and equipment.
  • Conduct regular hazard assessments for the company, including working with energized electrical systems, equipment maintenance, and construction activities.
  • Implement hazard controls and risk assessments for all projects before they resume.
  • Submit Tracker Statistics on Data Cube Telematics every month.
  • Manage HSE systems for all subcontractors and ensure they are compliant with client specifications. Compile and maintain their safety files.
  • Attend to Tender HSE submissions.
  1. Training:
  • Conduct Health and Safety training every Monday morning (Toolbox Talks).
  • Develop and conduct safety training programs for employees on safe electrical work practices, the use of personal protective equipment (PPE), and emergency procedures.
  • Ensure that employees and subcontractors are educated on all hazard awareness.
  • Keep training records up to date and ensure all workers have proper certification for health and safety.
  1. Incident Investigation and Reporting:
  • Identify root causes of all accidents and implement corrective actions to prevent recurrence.
  • Conduct incident investigations, report to FEM, and follow procedures until Lost Time Injury cases cease.
  • Ensure timely and accurate reporting of accidents to regulatory agencies and management.
  • Maintain detailed safety records and documentation, ensuring compliance with OSHA, NEC, and other relevant standards.
  1. Ensure Compliance with Regulatory Standards:
  • Facilitate and participate in internal and external HSE audits, including NOSA GATE 1 and Legal Compliance Audits through NOSA and Safety 360.
  • Conduct legal compliance audits (on site and off-site).
  • Compile safety files for all scopes/sites worked on and ensure approval by Com-Struct customers before work commences.
  • Draft company procedures and ensure client procedures align with Com-Struct internal procedures.
  • Ensure full compliance with OSHA standards, local health and safety regulations, and company standards.
  • Conduct regular safety audits and inspections to ensure compliance with safety codes and practices.
  • Adhere to all health and safety requirements.
  • Adhere to all company policies and procedures.
  • If a vehicle is issued to you, it is your responsibility to ensure the vehicle is kept neat and tidy and in good working condition. All vehicle faults must be reported immediately, and follow-up on required repairs must be done.
  1. Emergency Response and Preparedness:
  • Develop, implement, and oversee emergency response plans for all incidents (e.g. hijacking, robbery, etc.).
  • Ensure availability and proper maintenance of emergency safety equipment such as fire extinguishers, first aid kits, and electrical shock response kits.
  1. Monitor and Enforce PPE Usage:
  • Ensure that employees use appropriate personal protective equipment (PPE) such as insulated gloves, face shields, flame-resistant clothing, and hearing protection.
  • Maintain inventory of necessary PPE for all work and ensure proper training on its use.
  • Conduct monthly inspections of machinery, vehicles (crane trucks/trailers/plant), tools, and equipment.
  • Regularly inspect equipment and PPE to ensure it is in good condition and replace damaged or outdated gear.
  1. Promote a Safety Culture:
  • Foster a culture of safety throughout the organization by encouraging employees to report hazards, suggest improvements, and participate in safety initiatives.
  1. Maintain Records and Documentation:
  • Report to Com-Struct clients on Com-Struct KPI’s.
  • Report daily to Vodacom HSE Specialists on active sites and send images via WhatsApp.
  • Maintain the PPE Matrix and keep it updated. Process PPE purchases and maintain PPE issue records.
  • Draft Safe Work Method Statements and conduct risk assessments for each Vodacom PO allocated, ensuring approval before site work commences.
  • Apply for Notification of Construction from the Department of Labour and obtain approval before work commences.
  • Maintain all company HSE certifications and medicals, ensuring renewals are processed before expiry.
  • Book and coordinate HSE training and file certificates in Safety 360 and the Com-Struct internal system.
  • Conduct Journey Management Plans for any trip exceeding 150km or 2 hours on the Safety 360 system.
  • Monitor journeys for compliance and update the JMP.
  • Maintain the vehicle dashboard to ensure vehicles are serviced and repaired timeously.
  • Manage and follow up on vehicle (crane trucks/trailers/plant) repairs to maintain a safety-compliant fleet that is roadworthy and safe to use.
  • Maintain comprehensive safety documentation, including accident reports, safety inspections, training records, and safety audits.
  • Ensure compliance with reporting requirements for electrical incidents and regulatory inspections.
  • Provide regular reports to senior management on safety performance and compliance status.
  • Ability to present complex safety concepts in a clear and understandable manner.

Candidate Requirements

    Minimum Requirements

    • Relevant Degree or Diploma in Occupational Health & Safety or related field
    • Minimum 3–5 years’ experience in Health & Safety within construction, electrical, telecommunications, civil, or engineering environments
    • Valid driver’s licence and ability to drive
    • Sound knowledge of the OHS Act, OSHA standards, NEC regulations, and other relevant health & safety legislation
    • Knowledge of PPE requirements, emergency procedures, and compliance standards
    • Experience compiling safety files and HSE tender submissions
    • Ability to work independently and with a team.
    • Manage multiple sites/projects 
    • Willingness to travel and work on site when required
