HEAD: PLAN AND BUILD (TELECOMMUNICATION INFRASTRUCTURE)
TCOE SALARY COMMENCING R1,307,905 TO R1,691,130 PER ANNUM ● REF NO: CS 79/26 ● DURBANVILLE
This position is accountable and provide leadership for the planning, permitting, build execution readiness, GIS mapping records and operational readiness and delivery of the City’s Telecommunications Infrastructure including fibre, network, wireless/radio, broadband and data centre infrastructure. The role provides strategic leadership, governance, and operational control across network planning, infrastructure build programmes, asset records, permitting, budgets, contracts, governance and compliance and people management.
Requirements:
- Relevant three-year tertiary qualification or B degree (Engineering, Built Environment, Telecommunications or related)
- Eight (8) years or more relevant experience in telecommunications planning and build or infrastructure delivery
- Proven supervisory or people management experience, including leading medium to large size teams
- Strong experience in project, financial, people and contract management
- Valid driver’s licence will be advantageous.
Key performance areas:
- Lead and manage end-to-end fibre planning and build execution of telecommunication infrastructure projects and programmes
- Translate approved designs into detailed compliant and cost-effective build plans including permissions, costing and readiness documentation
- Oversee infrastructure planning, approvals, as-built records and asset mapping
- Ensure and oversee compliance with technical standards, regulations and legislation, engineering standards policies, SLAs, financial regulations and service requirements
- Provide input and/or draft technical specifications, standards, policies, SLAs and regulations
- Manage permitting, wayleaves and site acquisitions prior to construction
- Ensure accurate planning records, asset registers and as-built information are maintained
- Provide project leadership across multiple infrastructure build programmes
- Manage and control operational and capital budgets including forecasting and cost optimisation
- Lead participation in supply chain processes and manage contractors, tenders and supplier performance
- Drive performance management, KPIs and productivity across the function
- Provide leadership to large multidisciplinary team, driving performance and capability
- Engage and coordinate with internal and external stakeholders to enable integrated service delivery.
