Dis-Chem Pharmacies’ has an opportunity available for a P&C Transformation & Skills Manager to join the team based in Midrand. The purpose of the role is to lead and operationalize People & Culture transformation initiatives across the organization, ensuring alignment with national legislation, regulatory councils, and organizational workforce strategy. The role is accountable for delivering measurable transformation outcomes across skills development, employment equity, and BBBEE people elements, while building sustainable talent pipelines for scarce and critical healthcare and retail capabilities. The incumbent will ensure transformation programmes translate into practical workforce capability, regulatory compliance, and inclusive organizational growth.
Minimum Requirements
Essential:
- Bachelor’s degree in Education/Human Resources/Labour Relations or Industrial Psychology
- Minimum of 5 years in transformation, Strong Knowledge in Employment EE, Skills development and BBEE Legislation, TVET, Universities, Colleges
- Proven experience in human capital transformation reporting
- Honours Degree in Human Resource Management/Labour Relations, or Industrial Psychology
- Postgraduate Qualification in Transformation or HR or QMS - ISO 9001 exposure
- Experience in SETA, RPL, and DEIB Programme leadership
Roles & Responsibilities
Skills Development & Workforce Transformation:
- Lead and govern the organization’s skills development architecture, including bursaries, learnerships, internships, graduate programmes, and workplace experience pipelines.
- Align skills initiatives with workforce planning, succession strategies, and future capability requirements across the organization.
- Develop and manage the Skills Matrix (A–D categories) and maintain a 5-year Skills Development roadmap aligned with organizational growth plans.
- Ensure Skills Development programmes contribute meaningfully to BBBEE scorecard performance and workforce capability, aligned with strategic intent.
- Establish governance frameworks and reporting mechanisms to monitor programme effectiveness, participation, and ROI.
- Oversee the implementation of quality management standards (including ISO 9001 where applicable) across Skills Development processes.
- Support the digitization of transformation processes, including learning tracking, reporting automation, and analytics.
- Promote organizational awareness and engagement around transformation through structured communication initiatives.
- Benchmark transformation and people development practices against industry standards and regulatory expectations.
- Support succession planning and talent pipeline development through structured development programmes aligned with organizational growth needs.
- Ensure organizational compliance with requirements from relevant professional bodies including the South African Nursing Council and South African Pharmacy Council.
- Integrate professional regulatory requirements into career pathways, professional development frameworks, and workforce capability programmes.
- Manage organizational relationships with relevant Education and Training Authorities (SETAs).
- Oversee SETA registrations, memoranda of understanding (MOUs), and accreditation requirements.
- Ensure accurate and compliant Workplace Skills Plan (WSP) and Annual Training Report (ATR) submissions.
- Oversee the Employment Equity (EE) and Skills Development Facilitator (SDF) functions, ensuring compliance with the Employment Equity Act.
- Support the development and implementation of the organization’s Employment Equity strategy and reporting framework.
- Partner with relevant P&C teams to embed Diversity, Equity, Inclusion and Belonging (DEIB) principles into leadership development, recruitment pipelines, and workforce capability initiatives.
- Provide governance oversight to ensure alignment between EE objectives and broader transformation priorities.
- Contribute to the people elements of the Broad-Based Black Economic Empowerment Act scorecard, ensuring sustainable and auditable transformation outcomes.
- Build and maintain strategic relationships with internal teams and government bodies, SETAs, professional councils, and education institutions.
- Leverage partnerships to expand learning pathways, bursary pipelines, and career development opportunities for employees.
- Serve as organizational custodian for transformation-related audits and regulatory engagements.
- Ensure transparent and compliant management of transformation programmes and reporting structures.
- Partner with business leaders to ensure transformation initiatives translate into tangible workforce capability and organizational value.
- Lead and develop a high-performing, collaborative, and accountable team that reflects the organization’s values and delivers on the People & Culture transformation agenda.
- Build capability within the team by providing coaching, guidance, and development opportunities to ensure they are equipped to support organizational transformation priorities.
- Provide clear direction and oversight to the team to ensure effective delivery of skills development, employment equity, and transformation initiatives across the organization.
- Ensure the team operates with strong governance, clear roles, and defined accountability to deliver sustainable transformation outcomes.
- Foster a culture of continuous improvement, learning, and innovation within the team to strengthen organizational capability and support long-term workforce transformation objectives.
- Ensure accurate and timely reporting to internal transformation committees and governance forums.
- Translate transformation metrics into actionable workforce insights and strategic recommendations.
- Maintain structured governance frameworks for skills development, employment equity, and transformation initiatives.
- Monitor transformation KPIs and provide leadership with data-driven insights on workforce transformation progress.
