DIRECTOR: SOCIAL INFRASTRUCTURE

TCOE SALARY COMMENCING FROM R2,122,751 PER ANNUM ● REF NO: SI 01/26 ● CAPE TOWN

Requirements:  

• Relevant B degree in Engineering (Built Environment)
• Extensive managerial and functional experience at a senior level with a proven track record demonstrating the ability to manage a large and diverse team 
• Excellent interpersonal and collaboration skills and ability to interface at a political level
• Driver’s licence and own vehicle would be an advantage.

Key performance areas: 

• Provide strategic leadership, direction, and operational oversight for the Social Infrastructure Department within the Community Services and Health Directorate, for the planning, maintenance, upgrading, and delivery of infrastructure that supports key community-facing service departments
• Provide strategic direction to align infrastructure delivery with the Community Services and Health (CS&H) Directorate’s goals
• Oversee the planning, coordination, and implementation of infrastructure maintenance, upgrades, and minor projects ensuring functional, fit-for-purpose facilities across CS&H departments
• Act as a responsive service partner to internal departments, translate service priorities into infrastructure responses and manage expectations, coordination, and service-level agreements
• Lead the delivery of infrastructure-related Capital and OPEX projects within the Community Services and Health Directorate
• Ensure the integrity of infrastructure asset data, supporting lifecycle planning, condition assessments, rationalisation, and integration with the City’s asset register
• Oversee procurement processes, contracts, and service provider performance to support infrastructure delivery
• Manage departmental budgets and monitors infrastructure expenditure
• Monitor departmental performance and compliance with policies and legislation, manages risks, and reports on outcomes, interventions, and service delivery improvements
• Lead internal systems, processes, and operational structures to ensure the effective delivery of infrastructure support services and administrative governance
• Develop, lead, and support departmental staff to create a high performance culture.
