Purpose of the job
In support of the Head of Public Sector and Ethics in collaboration with the relevant Prescribed Committee (and the relevant subcommittees), develop, manage and improve the strategic direction & implementation of the Institutes service offering and support to its members as relates to providing guidance on public sector related matters, as required in the SAICA Constitutional objectives.
Provide support to members and stakeholders in the public sector relating to technical matters which includes :
- preparing member technical guidance;
- planning and presenting seminars and events for public sector,
- responding to member technical queries on the member portal;
- executing capacity building projects to support public sector stakeholders and contributing to the public interest.
Where subdelegated to do so, engage in public media statements and discussions on matters directed.
Develop, implement, facilitate and maintain collaborative relationships and alliances with local and international alliance partners and represent SAICA on any joint public sector specific structures with alliance partners.
Implement, facilitate and maintain appropriate reporting and feedback on required activities to the Head: Public Sector and Ethics, Committees and members. Support the Head: Public Sector and Ethics in the execution of the departmental business plan.
Key/main outputs
Output 1: Public Sector support for members and stakeholders
- Identify challenges impacting members and associates in the public sector and identify solutions to mitigate the challenges through guidance development and member support.
- Influence local and international stakeholders on challenges impacting members in the public sector.
- Identify and leverage off key stakeholder partnerships that can positively contribute to the public sector.
- Develop the training plan (seminars and events plan) to support members and associates in the public sector.
- Develop and present training as required for key public sector stakeholders such as Parliament, MPACs and school governing bodies.
- Plan, manage, and present at relevant seminars, conferences, workshops and and events with respect to public sector technical content.
- Respond to public sector queries on the member portal.
- Identify and develop public sector technical resources that will will support members and contribute to the improvement of the public sector.
- Support the development and implementation of public sector related research that will be beneficial to the profession and society.
- Influence collaboration within the organisation on public sector related initiatives.
- Develop and execute capacity building projects for the public sector.
- Execute initiatives for the professionalisation of the public sector.
- Support the development and implementation of a plan for public sector thought leadership which supports the SAICA strategy.
Output 2: Effective stakeholder engagements
- Develop and implement a stakeholder engagement.
- Lead engagements with local and International affiliates and stakeholder engagement on technical positions for both ethic standards and public sector.
- Represent SAICA and its members in external forums with strategic alliance partners.
Output 3: Effective management of member structures
- Lead the effective utilization and management of relevant Member Committees and Structures to formulate and inform professions technical positions.
- Support the departments with the management member committees management and ensure that it properly supported, effective and efficient.
- Support the Head with the preparation of the quarterly reports to SETCO on the effectiveness of the committee and progress on workplans.
- Support the Head with preparation of report to NOMGOV on recommendation of new appointments to the committee.
Output 4: Delivering an effective Communication Plan
- Support the Head: Public Sector and Ethics with:
- the development and implementation a media strategy and plan; and engage with the media and speak on public platforms in respect of technical positions and impact on society or parts thereof for the division.
- the development and implementation of a communication plan to engage with members and stakeholders for the department.
Output 5: Positively influencing the achievement of organisational stability
- Developing and implementing the workplan for the area of responsibility aligning to the SAICA strategy.
- Preparing and managing budget, spending and revenue initiatives within area of responsibility.
- Responsible to support the Head of Public Sector and Ethics with the preparation of reports on area of responsibility and strategic initiatives for Executive management, Councils, Board and Board subcommittees, and member structures on a quarterly basis.
- Responsible for the implementation and monitoring of risk management policies and internal controls within area of responsible.
- Responsible for the implementation and monitoring of SAICA processes and policies within area of responsibility.
- Responsible for implementing and managing procurement function within area of responsibility.
- Identify and implement internal efficiencies, including digital enhancements within the department.
- Responsible for supporting the head on developing, implementing and reporting initiatives based on membership obligations as required by the IRBA within area of responsibility.

- Participate in and complete the bi-annual staff performance reviews and other informal performance feedbacks per the relevant HC policy
- Implement the development areas, creating a personal development plan and ensuring completion of interventions identified
- Ensure awareness of and responsibilities under any current and new SAICA policies and procedures including ensuring that the relevant training interventions are attended.
Output 6: Embrace and drive organisational transformation
- Actively contribute to cost containment efforts by identifying opportunities for operational efficiencies, optimising resources, and ensuring value-driven decision-making in daily activities.

Candidate Requirements
Formal Education
- B.Com Acc
- B. Com Acc Honours
Technical/Legal Certification
- CA(SA)
Experience
- Minimum 10 years’ experience in the public sector
- Minimum 5 years’ experience in a management role in public sector
- Experience with public sector legislation, performance reporting and financial reporting standards (PFMA, MFMA, Standards of GRAP, MCS, etc)
- Experience in an advisory or technical development capacity and/or involvement with standard setting or implementation enablement in public sector
- Executive level stakeholder engagement including engagement with regulatory bodies, standard setters , C Suites, National Treasury, AGSA, Parliament
- Public speaking, including on media platforms
Knowledge and Skills
Business Acumen - Knowledge and understanding of the principles of business, the application thereof, the opportunities within business and the seizure of such opportunities
Financial Knowledge - Knowledge and understanding of financial practices and standards prescribed by regulation authorities
Performance management - Understanding performance management policies and procedures
