- University degree (minimum bachelor’s level) in Social Sciences, Economics, Development Studies, Statistics, Natural Sciences or a related field
- Postgraduate qualification or certified training in Monitoring and Evaluation strongly preferred
- Minimum of 8 years professional experience in Monitoring and Evaluation, with a strong focus on employment promotion, job creation or economic development programmes
- Demonstrated experience designing and implementing M&E systems for multi-year, multi-stakeholder projects
- Proven track record in measuring direct, indirect and induced job creation, enterprise and private sector development
- Demonstrated knowledge, skills and experience incorporating M&E into project planning and implementation including data capturing, tracer studies and data management
- Demonstrated knowledge and experience with management of data protection in line with the POPI Act
- Work experience in the development sector specifically in employment promotion and private sector development
- Experience with EU M&E reporting and data collection as an added advantage
- Good working knowledge of ICT technologies, database management and computer applications such as MS Office
- Willingness to travel locally and internationally
- Very good knowledge of English, with German as an added advantage
- Willingness to upskill as required, with corresponding measures agreed with management
- Managing the M&E systems across all three programmes
- Advising Senior Technical Advisors on results-based monitoring tools and approaches
- Overseeing M&E service providers responsible for data gathering in line with GIZ guidelines
- Ensuring high-quality reporting to partners, Head Office and commissioning parties
- Strengthening knowledge management and communication activities linked to M&E
- Feeding monitored data back into implementation cycles to support project steering and evidence-based decisions
- Engaging in peer-learning exchanges with other WE4D country offices
- Advising partnership Senior Technical Advisors on M&E strategy development and implementation according to WE4D and GIZ guidelines
- Conducting statistical research, analysing results and introducing innovative M&E tools and instruments
- Providing backstopping support to colleagues coordinating M&E and results-based monitoring activities
- Drafting and quality assuring Terms of Reference related to M&E activities
- Overseeing consultants delivering M&E work at project level and signing off on final deliverables
- Developing knowledge products generated from M&E data
- Creating and maintaining an M&E repository on GIZ Centralised Organisation of Records (CORE)
- Consulting regularly with Head Office on partnership progress in relation to M&E
- Quality assuring project work plans regarding indicator achievements and synchronising planning, monitoring and reporting processes
- Reporting aggregated results to WE4D Head Office and other funders such as the European Union
- Keeping abreast of recent developments in M&E methodologies, theories and ICT-based applications
- Supporting M&E capacity development for partner organisations where needed
- Ensuring clear and transparent communication with colleagues and partner organisations
- Coordinating and finalising WE4D South Africa reporting in collaboration with Senior Technical Advisors
- Coordinating and finalising annual reporting submissions to Headquarters
- Coordinating with WE4D Headquarters, M&E colleagues and consultants
- Participating in WE4D M&E working groups to facilitate learning and innovation
