Human Resources, Labour Relations & Compliance Manager (MEIBC & Plastics Industry)
We are seeking an experienced Human Resources, Labour Relations & Compliance Manager with proven knowledge of MEIBC, the Plastics Manufacturing Industry, Employment Equity (EEA) compliance, and the Broad-Based Black Economic Empowerment (B-BBEE) Act.
The successful candidate will be responsible for managing all HR functions, labour relations, statutory and regulatory compliance, payroll oversight, employment equity reporting, B-BBEE support, and workplace health and safety in line with South African legislation.
This is a hands-on role requiring strong labour law knowledge, sound judgement, and the ability to operate confidently in a unionised and compliance-driven environment.
Key Responsibilities
Human Resources & Administration

Manage the full HR lifecycle including recruitment, onboarding, contracts, employee records, and exits

Maintain accurate employee files in compliance with POPIA and statutory requirements

Draft, implement, and enforce HR policies and procedures
Labour Relations
-
Manage disciplinary processes, hearings, warnings, appeals, and grievance procedures
-
Provide labour law guidance to management and supervisors
-
Prepare for and represent the company at CCMA and Bargaining Council proceedings

Ensure compliance with the Labour Relations Act (LRA) and BCEA
Payroll & Statutory Compliance
-
Oversee payroll processing and ensure legislative compliance
-
Ensure accurate statutory submissions for PAYE, UIF, SDL, and COIDA
-
Manage leave, overtime, shifts, short-time, and wage structures in line with MEIBC agreements
MEIBC & Industry Compliance

Ensure full compliance with the MEIBC Main Agreement

Apply correct wage schedules, job grading, and conditions of employment

Liaise with MEIBC inspectors and manage inspections and audits
Employment Equity (EEA)

Implement and manage the company’s Employment Equity Plan
-
Prepare and submit EEA2 and EEA4 reports

Facilitate Employment Equity Committee meetings

Ensure compliance with the Employment Equity Act and Department of Labour inspections
B-BBEE Compliance

Support and coordinate B-BBEE compliance initiatives

Maintain accurate workforce data for B-BBEE verification processes

Liaise with verification agencies and internal stakeholders

Assist management with HR-related B-BBEE elements, including skills development and employment equity alignment
Health & Safety Compliance

Ensure compliance with the Occupational Health & Safety Act

Maintain safety files, risk assessments, incident reporting, and statutory appointments

Coordinate safety committees and OHS training

Candidate Requirements
Minimum Requirements

Diploma or Degree in Human Resources, Labour Relations, or a related field

Minimum 5 years’ experience in an HR / Labour Relations role within manufacturing or plastics
-
Proven working knowledge of MEIBC agreements
-
Demonstrated experience with Employment Equity Act (EEA) compliance and reporting
-
Working knowledge of B-BBEE Act and HR-related scorecard elements
-
Strong understanding of South African labour legislation and CCMA procedures
-
Experience handling disciplinary hearings and grievance processes
-
Payroll oversight and statutory compliance experience (PAYE, UIF, SDL, COIDA)
-
Occupational Health & Safety (OHS) accreditation appropriate for factory / manufacturing environments
-
Strong communication, organisational, and negotiation skills
Advantageous

Experience specifically within the Plastics Manufacturing Industry

Labour Law degree will be highly beneficial

HR / Labour Relations professional registration

Experience implementing and managing Safety Committees in line with OHS requirements
