Job Description:
A new State-owned entity, the Community Schemes Ombud Service,
established in terms of the Community Schemes Ombud Service Act,
2011 (Act 9 of 2011), reporting to the Minister of Human
Settlements will provide for a dispute resolution mechanism in
community schemes, keep and control schemes governance
documentation and provide consumer education on community
schemes.
Chief Ombud
Salary: A highly competitive package will be negotiated with the
incumbent. The successful candidate will be expected to enter into
a five- (5-) year renewable contract (Ref. DOHS/01/2012)
A dynamic and strategic leader is needed to ensure that the
institution is established and to set up institutional arrangements
and systems to deliver on its mandate and objects.
Required for this position is a dynamic, goal-driven individual and
strategic leader who will represent the aspirations of citizens
living within the sectional titles and community schemes by
facilitating resolution of disputes, keeping and controlling
schemes governance documentation and providing consumer education
to ensure good governance and administration of body corporates and
homeowners’ associations.
Requirements:
- A relevant degree with 5-7 years’ experience in strategic
leadership in the human settlements, sectional titles or community
schemes environment
- Extensive knowledge of and experience in the functioning and
resolution of disputes within community schemes and sectional
titles
- Proven track record of governance, financial administration and
strategic reporting
- Leader of stature and integrity with strong diplomatic
skills
- Commercially minded leader who balances strategic and
operational requirements and who is able to work well under
pressure
- Performance driven and results orientated
- Tenacious, resilient, political savvy and energetic
- Hands-on with a passion to make a difference
- Broad understanding of Government and its workings, the human
settlements and construction sector is very important.
Key outputs: Reporting to the Governing Board on the strategic
affairs of the Community Schemes Ombud Service, the incumbent
will:
- Co-ordinate an efficient and effective dispute resolution
mechanism for the sectional titles and community schemes to ensure
their good governance
- Implement appropriate administrative systems for the safe
custody and control of schemes governance documentation
- Co-ordinate the provisioning of consumer education as an
integral part for the good administration of sectional titles and
community schemes
- Manage the affairs of the Community Schemes Ombud Service by
developing and implementing a strategic business plan of the
organisation
- Ensure the growth of the organisation through the devising and
implementation of sound and sustainable funding model
- Ensure financial and organisational efficiency by devising and
implementing an appropriate investment model
- Build strong and positive relationships with regulatory,
governmental bodies and all stakeholders in the interest of good
administration of community schemes
- Establish a high performance authority and lead the team.
