ROLE MANDATE

To assist in providing comprehensive procurement services in accordance with SAFCOL’s financial regulations, and in support of the procurement strategy that are aligned with the SAFCOL’s strategic priorities. This involves managing relationships with suppliers and ensuring best practice buying.

KEY RESPONSIBILITIES

Monitor and measure the spend of contracts, and ensure that all spend is in line with the concluded contract.

Maintain blanket purchase orders, and expected delivery dates.

Prepare submission to the Procurement Committee for procurements above thresholds.

Coordinate and attend Evaluation Committee meetings, where applicable.

Arrange briefing sessions on multiple sites for various projects.

Prepare tender submissions for the Procurement Committee.

Assist in annual supplier evaluation.

Perform procurement administration.

Obtain quotations from pre-selected supplier list in line with thresholds.

Responsible for daily spend within threshold to place purchase orders and assure on time delivery.

Maintain purchase orders, and expected delivery dates.

Provide feedback to end user with regards to delivery timelines, and ensure that goods and services are received within these timelines.

Monitor supplier performance, where applicable to ensure agreements are honored and address any non-performance issues.

Identify and investigate market trends relating to procurement.

Prepare RFQ documents in accordance with the PPPFA, PFMA, and National Treasury.

Ensure that procurement policy and procedure is invoked within the entire procurement process for the procurement category and sub categories.

Stay abreast of Treasury regulations to obtain updates on procurement process.

Ensure necessary audit trails are available.

Ensure adherence to the allocated buying budget.

Report to end users on available category budget.

Assist with the translation of SAFCOL’s budget into a SAFCOL Procurement Plan and assisting in cost saving opportunities that could be achieved by bulk buying.

Communicate quotations to end user or business unit to generate purchase requisition

Manage relationship with potential suppliers.



Candidate Requirements

Minimum Requirements and Experience

Grade 12

National Diploma in Supply Chain Management/Related Field

Bachelor’s degree in Supply Chain Management / Logistics Management will be an added advantage

CIPS qualification will be an advantage

3 – 5 years’ experience in related field
